The challenge
Each agency was processing thousands of documents per month with legacy workflows: staff manually keyed data, checked for completeness, and routed cases. Turnaround times varied widely, and error rates—especially in complex or handwritten submissions—led to rework and citizen complaints. The client needed a solution that could scale across agencies, integrate with existing case management systems, and maintain full auditability for regulatory and FOI requirements.

YASHICOM led a discovery phase to map document types, data fields, and approval workflows across all 12 agencies. We then designed a unified pipeline combining optical character recognition (OCR), natural language processing for key information extraction, and rule-based validation. Human-in-the-loop review was built in for low-confidence extractions and edge cases, ensuring that staff remained in control of high-stakes decisions while the system handled the bulk of routine processing.
Security and governance were central: data remained within the client’s approved cloud environment, access was role-based, and every automated decision was logged for audit. YASHICOM worked with in-house legal and data protection teams to align the solution with UK GDPR and sector-specific guidance.
Results
The pipeline went live in phases across the 12 agencies. Within six months of full rollout:
- 73% faster processing — Average time from document receipt to case assignment fell by nearly three-quarters, with the biggest gains in high-volume, standardised document types.
- 99.2% accuracy rate — Automated extraction and classification met or exceeded the previous manual baseline, with continuous monitoring and model retraining to maintain performance as document formats evolved.
- Staff were redeployed from repetitive data entry to higher-value casework and citizen support, improving both job satisfaction and service quality.
